In fact, I find many of these criticisms (not yours specifically) as often being seriously mis-characterized. For example, a vote to end debate may be called a vote "in favor" of the bill under consideration. More often, (almost always, in fact) real legislation includes a conflict among two or more principles and the vote is on whether the "good" outweighs the "bad," or even on the political consequences (like on the shutdown) of the vote. <br /><br />In short, all legislation is imperfect in some way.
