The cooling spoken of may _well_ be explained by global dimming(tail end of article). That is not a euphemism for the rights tendency to champion the other side - but a bona fide phenomenon:

The global dimming masks the warming - by rights the temperature should be some degress warmer. Ironic as they clean the air in China things will probably get a lot warmer.
